Earlier, BISP payments were strictly linked to the CNIC’s registered district. For example, if a woman moved from Lahore to Karachi, she had to travel back to Lahore to collect her installment. This created financial and logistical challenges, especially for widows, daily wage earners, and families living far from their original district.
The 2026 update introduces the “Anywhere Payment System, making it possible to receive cash transfers in the city where the beneficiary currently resides.
Step-by-Step Guide to Solve Out-of-District CNIC Problems
Follow these steps to update your address and receive payments in your current city:
1. Update via Dynamic Registry Survey
Visit your local BISP Tehsil Office and inform staff that your CNIC is out-of-district. They will update your current address in the Dynamic Survey system. This step is free of charge.
2. Biometric Verification
Your fingerprint verification (biometric) must now be completed at your current city’s center. BISP, in collaboration with NADRA, has added a “Location Override” option to verify biometrics anywhere in Pakistan.
3. Request Payment Transfer
During the survey, fill out a Payment Transfer Form. This will digitally transfer your account from the old district to a bank in your current city, such as HBL or Bank Alfalah, enabling smooth access to your funds.

- ATM Access: Withdraw funds from any bank ATM after updating your survey.
- Priority Update for Widows: BISP prioritizes address updates for women whose husbands have passed away.
- Digital Wallet: Use the 8171 Mobile App to request an address update directly online.
Important Guidelines & Fraud Prevention
- Never share your CNIC or payment details with agents promising online district changes.
- Address updates can only be done at official BISP offices.
- All services, including survey and payment transfers, are completely free.
- After 48 hours of address update, check your payment status on 8171.bisp.gov.pk. If it shows “Payment Ready, your Out-District issue has been successfully resolved.

- Once it shows Active / Payment Ready, you can collect your Rs. 13,500 installment at the nearest bank or BISP center
